Executive Summary

IRIS Education & Training Services, in partnership with Legal Rights Forum (LRF) and with support from The Asia Foundation (TAF), successfully implemented a comprehensive institutional strengthening assignment focused on the development of an Operational Manual for the Social Welfare Department, Government of Sindh.

The project was designed to strengthen institutional governance, improve service delivery standards, enhance administrative efficiency, and establish standardized operational procedures across departmental structures. The assignment sought to create a unified operational framework capable of supporting effective management, accountability, coordination, monitoring, and implementation of social welfare programs and services throughout Sindh.

Through extensive stakeholder consultations, institutional assessments, policy reviews, operational mapping exercises, and technical working sessions, IRIS worked closely with departmental leadership and technical teams to document existing systems, identify operational gaps, and develop practical, implementable procedures aligned with national regulations, provincial policies, and international best practices.

The resulting operational manual serves as a strategic governance tool that supports consistency, transparency, institutional learning, and improved service delivery for vulnerable populations across the province.

Scope of Work & Objectives

The Social Welfare Department plays a critical role in providing services and protection mechanisms for vulnerable populations. However, the absence of standardized operational procedures created challenges related to consistency, accountability, and service quality. IRIS was tasked to solve this by creating a robust operational framework.

The assignment utilized a participatory approach, blending desk reviews with institutional capacity assessments, extensive technical working sessions, Key Informant Interviews, and governance mapping validation workshops.

The resulting operational manual established clear, standardized procedures, significantly improved accountability structures, enhanced interdepartmental coordination, and fundamentally strengthened service delivery processes across Sindh.

By successfully institutionalizing best practices and operational standards, the project created a sustainable governance framework that continues to support organizational learning and effective public sector management, indirectly benefiting millions of vulnerable citizens who access these social services.
