Executive Summary

IRIS Education & Training Services implemented the EU-Funded Skills Development and Livelihood Resilience Program to strengthen economic opportunities, improve employability, and support sustainable livelihoods among vulnerable populations across multiple districts of Sindh.

The initiative was designed to address unemployment, underemployment, skills gaps, and economic vulnerabilities by providing market-oriented technical and vocational training opportunities aligned with local labor market needs and emerging economic sectors.

The program focused on empowering youth, women, and economically marginalized communities through competency-based technical training, entrepreneurship support, career guidance, life skills development, and livelihood enhancement interventions. Special attention was given to promoting inclusive participation and increasing access to economic opportunities for underserved groups.

Through partnerships with local stakeholders, training institutions, employers, and community organizations, the project established pathways that connected beneficiaries with employment opportunities, self-employment initiatives, and sustainable income-generating activities.

Scope of Work & Objectives

Many communities across Sindh face significant challenges related to unemployment, poverty, limited access to market-relevant skills, and restricted livelihood opportunities. The European Union supported this initiative to strengthen human capital and improve workforce competencies through targeted livelihood resilience interventions.

Methodology

The assignment employed a competency-based learning approach involving participatory beneficiary identification, market-driven training design, hands-on workplace simulations, and continuous post-training follow-up support.

Key Achievements & Impact

The project successfully trained over 1,550 beneficiaries across multiple districts, significantly strengthening technical competencies, employability, and economic inclusion.

Beneficiaries acquired practical skills that increased their capacity to secure employment, establish small enterprises, and diversify household income sources. By connecting beneficiaries with training opportunities, employers, and business support services, the initiative strengthened local workforce ecosystems and enhanced long-term livelihood resilience within participating communities.
