Access to affordable, reliable, and sustainable energy remains a critical development challenge. Effective governance systems are essential for ensuring transparency, accountability, and public participation in decision-making processes affecting energy services. This study was commissioned to better understand governance dynamics and identify practical pathways for improving citizen engagement within Pakistan's energy sector.
The assignment employed a comprehensive research methodology, including literature reviews, policy analysis, Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and institutional assessments, culminating in validation and review workshops.
The research study successfully documented stakeholder perspectives and identified critical citizen engagement challenges. Key findings highlighted that limited citizen participation mechanisms exist within key decision-making structures, and that civil society engagement can significantly strengthen overall accountability.
The project contributed to a deeper understanding of governance challenges and opportunities within Pakistan's energy sector. The eight deliverables (including Policy Briefs and Governance Recommendations) informed policy dialogue, supported evidence-based decision-making, and provided practical frameworks for sustainable energy sector development.
